在(zai)(zai)電力企業各(ge)級安全(quan)管理(li)(li)職責、制(zhi)度(du)(du)(du)健(jian)全(quan)的(de)現(xian)狀下(xia)(xia),安全(quan)生(sheng)產(chan)“反(fan)違(wei)(wei)章”工(gong)作雖(sui)然全(quan)面開展,但(dan)由于(yu)環(huan)境(jing)(jing)(jing)(jing)條(tiao)件(jian)、人(ren)員(yuan)素質、管理(li)(li)水(shui)平各(ge)有(you)差異,開展的(de)深度(du)(du)(du)和(he)廣度(du)(du)(du)各(ge)有(you)差異;標準(zhun)化作業在(zai)(zai)提高工(gong)作質量和(he)安全(quan)預控(kong)方面起到了好的(de)效果(guo),但(dan)由于(yu)制(zhi)定(ding)(ding)的(de)標準(zhun)化作業指導書、卡內容條(tiao)款的(de)不簡潔和(he)不全(quan)面以(yi)及檢查(cha)、考(kao)(kao)核(he)機制(zhi)不完(wan)善等原(yuan)因,形(xing)成了現(xian)場嚴格(ge)執行(xing)方面存(cun)在(zai)(zai)著應付成份實(shi)際上給(gei)違(wei)(wei)章者留(liu)有(you)可(ke)乘之際;在(zai)(zai)稽查(cha)力度(du)(du)(du)加(jia)大、考(kao)(kao)核(he)嚴格(ge)的(de)管理(li)(li)環(huan)境(jing)(jing)(jing)(jing)下(xia)(xia),行(xing)為違(wei)(wei)章現(xian)象有(you)所遏制(zhi),但(dan)生(sheng)產(chan)活(huo)動中(zhong)(zhong)由于(yu)人(ren)員(yuan)自(zi)身(shen)素質差異,遵章、反(fan)違(wei)(wei)章還(huan)未形(xing)成自(zi)覺行(xing)為;安全(quan)教育和(he)各(ge)項安全(quan)活(huo)動的(de)開展使(shi)員(yuan)工(gong)安全(quan)意識(shi)、安全(quan)技(ji)能(neng)不斷(duan)(duan)提升,但(dan)在(zai)(zai)實(shi)際生(sheng)產(chan)行(xing)為中(zhong)(zhong)由于(yu)不良(liang)習(xi)慣的(de)傳遞使(shi)一般違(wei)(wei)章行(xing)為難(nan)以(yi)收斂;在(zai)(zai)科技(ji)進步,設備(bei)本質安全(quan)不斷(duan)(duan)健(jian)全(quan)的(de)技(ji)術環(huan)境(jing)(jing)(jing)(jing)條(tiao)件(jian)下(xia)(xia),裝置(zhi)性違(wei)(wei)章逐漸減少,但(dan)由于(yu)經濟環(huan)境(jing)(jing)(jing)(jing)和(he)質量管理(li)(li)的(de)疏忽加(jia)上驗收過程的(de)嚴謹不夠,裝置(zhi)本身(shen)安全(quan)隱患有(you)所存(cun)在(zai)(zai);究其根(gen)源還(huan)是人(ren)的(de)意識(shi)占主導地位,為此,將(jiang)調查(cha)情況逐條(tiao)分析提出糾正措施,目的(de)是將(jiang)反(fan)違(wei)(wei)章工(gong)作逐步深入,確(que)保生(sheng)產(chan)作業中(zhong)(zhong)人(ren)員(yuan)和(he)設備(bei)不因違(wei)(wei)章導致的(de)事故發生(sheng),確(que)保電力生(sheng)產(chan)的(de)穩定(ding)(ding)運行(xing)。

一、 安(an)全(quan)職(zhi)責明確,考核(he)措施有待加強落(luo)實(shi)

常言說:火(huo)車跑得快,全靠車頭(tou)帶。基(ji)層(ceng)員(yuan)工(gong)生(sheng)產(chan)(chan)行(xing)為(wei)(wei)是否(fou)規范(fan),執行(xing)制(zhi)(zhi)(zhi)度(du)是否(fou)嚴(yan)格全靠單(dan)(dan)位(wei)領導干(gan)部(bu)的行(xing)為(wei)(wei)影響(xiang)。干(gan)部(bu)安(an)(an)(an)全生(sheng)產(chan)(chan)履(lv)(lv)(lv)職評(ping)估(gu)考(kao)核(he)(he)原(yuan)本是一(yi)種(zhong)促(cu)進領導者履(lv)(lv)(lv)行(xing)安(an)(an)(an)全職責的手段(duan),考(kao)核(he)(he)內容相當(dang)全面(mian),只要認真評(ping)估(gu)、真實(shi)(shi)記錄、與績(ji)效(xiao)(xiao)考(kao)核(he)(he)掛鉤(gou)的表彰(zhang)獎(jiang)勵(li)能為(wei)(wei)干(gan)部(bu)在(zai)生(sheng)產(chan)(chan)活動(dong)中起指(zhi)導帶頭(tou)作(zuo)用,更好地(di)促(cu)進安(an)(an)(an)全生(sheng)產(chan)(chan)穩定。但(dan)是,目(mu)前(qian)的評(ping)估(gu)實(shi)(shi)際上(shang)只停留(liu)在(zai)表面(mian)資料完(wan)善上(shang),沒(mei)(mei)有組成專業監(jian)督、考(kao)核(he)(he)部(bu)門,各(ge)單(dan)(dan)位(wei)應付成份比例較大,起到(dao)的促(cu)進安(an)(an)(an)全生(sheng)產(chan)(chan)作(zuo)用并不明顯,分析其實(shi)(shi)質就是一(yi)種(zhong)管理違章的具體表現,目(mu)前(qian)干(gan)部(bu)員(yuan)工(gong)實(shi)(shi)際追(zhui)求的是一(yi)種(zhong)沒(mei)(mei)有績(ji)效(xiao)(xiao)的“績(ji)效(xiao)(xiao)”。基(ji)層(ceng)單(dan)(dan)位(wei)效(xiao)(xiao)仿的績(ji)效(xiao)(xiao)考(kao)核(he)(he)制(zhi)(zhi)(zhi)度(du)落(luo)實(shi)(shi)情(qing)(qing)況隨檢查(cha)考(kao)核(he)(he)者的行(xing)為(wei)(wei)時緊時松,沒(mei)(mei)有形(xing)成長(chang)效(xiao)(xiao)管理機(ji)制(zhi)(zhi)(zhi),員(yuan)工(gong)自(zi)覺履(lv)(lv)(lv)職沒(mei)(mei)有動(dong)力。為(wei)(wei)此基(ji)層(ceng)員(yuan)工(gong)建議:執行(xing)制(zhi)(zhi)(zhi)度(du)必須從上(shang)至下層(ceng)層(ceng)嚴(yan)格,考(kao)核(he)(he)履(lv)(lv)(lv)職情(qing)(qing)況必須設置(zhi)監(jian)督管理機(ji)構,考(kao)核(he)(he)結(jie)果必須公平(ping)、公正、公開,讓員(yuan)工(gong)信(xin)服,有效(xiao)(xiao)仿意(yi)義,使安(an)(an)(an)全生(sheng)產(chan)(chan)績(ji)效(xiao)(xiao)優良(liang)者得到(dao)更多(duo)獎(jiang)勵(li),無作(zuo)為(wei)(wei)者受到(dao)鞭策,真正達到(dao)以優促(cu)劣(lie)的影響(xiang)效(xiao)(xiao)果。

二、標準化作業(ye)開展不全面,質(zhi)量有待提高

現(xian)場工作(zuo)(zuo)實行(xing)標準化(hua)作(zuo)(zuo)業(ye)(ye)應該為工作(zuo)(zuo)質量和(he)(he)(he)安(an)全作(zuo)(zuo)業(ye)(ye)提(ti)供了保障。目(mu)前從稽查現(xian)場效果反映各專(zhuan)業(ye)(ye)班組和(he)(he)(he)操(cao)巡隊在(zai)現(xian)場工作(zuo)(zuo)中堅(jian)持開展了標準化(hua)作(zuo)(zuo)業(ye)(ye),但是(shi)普遍存(cun)在(zai)應付檢查現(xian)象(xiang),完(wan)(wan)備性、自覺性、日常性、真實性相當不(bu)(bu)夠。究其原因有:1、員工認識不(bu)(bu)足(zu);2、獎勵機(ji)制停留在(zai)小額度(du)或口頭上;3、處(chu)(chu)罰(fa)毫(hao)無力度(du)和(he)(he)(he)及時性;4、環境和(he)(he)(he)條件(jian)(jian)不(bu)(bu)能滿足(zu)指(zhi)導(dao)書執行(xing)要求;5、作(zuo)(zuo)業(ye)(ye)指(zhi)導(dao)書、卡編制還不(bu)(bu)完(wan)(wan)善;6、未正確(que)處(chu)(chu)理好(hao)(hao)工作(zuo)(zuo)進度(du)和(he)(he)(he)安(an)全的(de)(de)矛(mao)盾(dun);員工呼吁:管理部(bu)(bu)門(men)(men)應該慎重制度(du)的(de)(de)制定和(he)(he)(he)執行(xing);監督機(ji)構一(yi)視(shi)同仁地處(chu)(chu)理表彰(zhang)和(he)(he)(he)處(chu)(chu)罰(fa);管理部(bu)(bu)門(men)(men)勁力為基層(ceng)創造良好(hao)(hao)的(de)(de)條件(jian)(jian);管理與基層(ceng)上下(xia)一(yi)致(zhi)地處(chu)(chu)理好(hao)(hao)工作(zuo)(zuo)進度(du)和(he)(he)(he)安(an)全的(de)(de)矛(mao)盾(dun);進一(yi)步完(wan)(wan)善現(xian)場作(zuo)(zuo)業(ye)(ye)指(zhi)導(dao)書、卡的(de)(de)簡潔(jie)、適用、完(wan)(wan)善和(he)(he)(he)可操(cao)作(zuo)(zuo)性使現(xian)場標準化(hua)作(zuo)(zuo)業(ye)(ye)能為杜(du)絕違章,防止危險的(de)(de)發生(sheng)起到應該起到的(de)(de)作(zuo)(zuo)用。

三、 傳(chuan)遞良好習慣,杜絕違章惡習

四、 培訓、考試工作要注重人的個(ge)性差異(yi)

由于(yu)每個(ge)人(ren)(ren)的(de)(de)文化基礎、多種環境(jing)條(tiao)件(jian)、年(nian)齡以及專業(ye)不(bu)(bu)同(tong),存在著個(ge)性(xing)差異(yi),所以培訓工(gong)作(zuo)不(bu)(bu)能(neng)一概而論。目前(qian),安全規程不(bu)(bu)斷修訂、管理規定(ding)不(bu)(bu)斷出(chu)臺還有(you)(you)多種多樣活(huo)(huo)動,要(yao)求繁多,年(nian)紀大的(de)(de)員(yuan)工(gong)一時(shi)難以接受,年(nian)輕人(ren)(ren)認(ren)為沒有(you)(you)創(chuang)新和特色(se),因(yin)此(ci)毫無(wu)興趣。一致(zhi)要(yao)求:培訓要(yao)有(you)(you)針對性(xing)、活(huo)(huo)動要(yao)有(you)(you)新穎性(xing)、規定(ding)要(yao)有(you)(you)可操作(zuo)性(xing)。在培訓時(shi),還要(yao)充分考慮個(ge)人(ren)(ren)因(yin)素,有(you)(you)的(de)(de)人(ren)(ren)可能(neng)需(xu)要(yao)給點(dian)壓力,有(you)(you)的(de)(de)人(ren)(ren)可能(neng)需(xu)要(yao)給點(dian)動力,有(you)(you)的(de)(de)人(ren)(ren)需(xu)要(yao)批評敲打,有(you)(you)的(de)(de)人(ren)(ren)需(xu)要(yao)鼓勵稱贊(zan)。總(zong)之,培訓要(yao)因(yin)人(ren)(ren)而異(yi)、區別(bie)對待,采(cai)取多元化的(de)(de)方式(shi)進行(xing),要(yao)激發(fa)員(yuan)工(gong)學習的(de)(de)積極(ji)性(xing),努(nu)力適應(ying)企業(ye)發(fa)展的(de)(de)需(xu)求、適應(ying)安全生產的(de)(de)需(xu)求。不(bu)(bu)要(yao)毫無(wu)目的(de)(de)、走些過場、應(ying)付(fu)上下級。
